This form is for people writing on behalf of a government or public body: a US city, a federal programme, a UK council, an NHS organisation, a devolved administration. The extra agency field is the routing key. Without it, you cannot tell a serious procurement lead from a homework assignment.
It is not a substitute for SAM.gov, Grants.gov, or Contracts Finder. Those remain the official doors when a notice says so.
Public-sector email should be attributable. Personal Gmail happens; agency name still must be there.
Do not promise you are on a particular framework in the auto-reply unless it is true this quarter.
